A hit from Arcane Bomb or Multishot consumes all stacks and deals 250% weapon damage at 1 stack or 400% at 2 stacks as Arcane damage. A Multishot hit deals 250% weapon damage at 1 stack and 400% at 2 stacks; the in-game text shows Arcane Bomb's 250% and 400% for both.
